Update nav link for group-level VSA

What does this do?

A new documentation page was recently introduced for the group-level Value Stream Analytics feature, so this updates the link in the documentation left-nav to point to the new page.

This change was originally included in a similar MR, but was split out to this new MR because the group-level VSA documentation was not merged by the time we wanted to merge that original MR.
