Add missing pages to left navigation

Adds several pages to the left-hand navigation menu. Mostly ~"devops::configure" but 1-2 from devopsmonitor. There are a lot of best-guesses here; if Evan disagrees with any of the choices, I trust he'll move the pages somewhere he deems sensible.

I want to acknowledge that several of the pages under /development will be rewritten and probably condensed in the near future, but let's at least get the menu caught up to current state instead of holding off for work that hasn't been prioritized yet.
