Move Application Security docs navigation node to the top level

Russell Dickenson requested to merge russell/move-application-security into master

GitLab's Application Security ("Secure") group of features spans the instance, group, and project level. The docs navigation item is currently under the "Projects" node, which is no longer valid. Moving this node both moves it to a more logical location, but also allows for more granularity of levels.
