Remove navbar items for features not in 13.10

Achilleas Pipinellis - OOO until November 25th (parental leave) requested to merge ap-13-10-fix-nav-failure into 13.10

To fix the following lint error, remove the two navbar items, since their respective content didn't make it into 13-10-stable branch.

From https://gitlab.com/gitlab-org/gitlab-docs/-/jobs/1112217284, there are two broken links:

[ ERROR ] internal_links - broken reference to file:///ee/operations/incident_management/oncall_schedules.html

From the merged MRs filtered by global nav item and %13.10, we can see the "offending" MRs are the epic boards and oncall schedules respectively:

This happens because those two MRs didn't make it to 13-10-stable-ee:
