Change redirects to 301 type

Marcel Amirault requested to merge change-redirects-to-permanent into master

As per the discussion at https://gitlab.com/gitlab-com/marketing/inbound-marketing/growth/-/issues/1023#note_555040507, we are going to move to 301 redirects instead of 302.
