Add helper that checks the CI_PROJECT_NAME

Achilleas Pipinellis - OOO until November 25th (parental leave) requested to merge ap-add-helper-gitlab-docs-or-local into master

Check if CI_PROJECT_NAME is 'gitlab-docs', or nil which implies local development. This can be used to skip portions that we don't want to render in one of the upstream products.

We used this one for more than one occasions, so I thought it would better be a helper.
