Revert "Merge branch 'golang-1.16' into 'master'"

After this change, minify stopped worked. It's not clear what caused the problem, but the update in !1745 (merged) was not addressing any pressing need, so we can revert it for now, and find another way to update the go version (or another way to update minify).
