Add jq to dependencies of the base image

Achilleas Pipinellis requested to merge axil-add-jq-base-image into main

Add jq to dependencies of the base image. This is needed for !1884 (merged).

Once this is merged:

  1. Find the latest scheduled pipeline that has run https://gitlab.com/gitlab-org/gitlab-docs/-/pipelines
  2. Build image:gitlab-docs-base
  3. Build image:bootstrap
