Rename menu item so it is less like another existing menu item

Evan Read requested to merge eread/rename-issue-related-nav-item into main

Closes: gitlab#346408 (closed).

Issues menu structure has two similarly named items (too similar to: https://docs.gitlab.com/ee/user/project/issues/managing_issues.html). The changed item here matched the content of the page less than the other one.
