Make base deployments manual again

Evan Read requested to merge eread/make-base-deployments-manual into main

With: !2762 (merged), we also moved from manual deployments to automatic deployments post-merge.

Unfortunately, that didn't work perfectly and now a new image is build and deployed on the merge of any MR in gitlab-docs. This MR (mostly) moves the deploy process back to being manual until a better configuration can be discovered.
