Refactor setup instructions. Prefer Make targets

Because we have a fairly comprehensive suite of Make targets now (https://gitlab.com/gitlab-org/gitlab-docs/-/blob/main/Makefile), we can take advantage of more automation and a simplified process.

This MR:

  • Documents some of the most common setup-related Make targets.
  • Deletes some of the non-asdf instructions, because we can rely on those users to set up themselves.
  • Deletes some troubleshooting steps that are very unlikely to be needed now.
