Move Docker image-related CI/CD configuration to its own file

Evan Read requested to merge eread/split-off-docker-images-ci_cd-config into main

To help with: &8223, which will no doubt create more CI/CD jobs, this lifts and shifts the CI/CD configuration for Docker images out of the main .gitlab-ci.yml and moves it into its own file.
