Update release process docs for new Versions menu

Updates documentation on how to deploy a new Docs site release now that the Versions dropdown is dynamic.

Changes:

  • As of !2808 (merged), only one MR is needed to update the Versions menu, so this removes steps for creating MRs for each older online version.
  • Removes the now-deprecated rake task for creating MRs for older versions.
  • Adds a step for updating content/versions.json
  • Updates the release checklist template
