Fix Troubleshooting SCIM title

Add navigation item to global navigation

In !3113 (merged), in a fit of editing enthusiasm, I removed SCIM from the navigation title to match our usual standards. However, @eread pointed out that in this case, it's not immediately clear if it's referring to SAML or SCIM, so best to be clear about it. This MR adds it back.
