Update gitlab_kramdown to 0.22.0

Evan Read requested to merge eread/update-gitlab_kramdown-to-version-0_22_0 into main

Use recently-released 0.22.0 version of the gitlab_kramdown gem" https://rubygems.org/gems/gitlab_kramdown/versions/0.22.0.

This will allow gitlab_kramdown to be installed in any Ruby 2.7.x environment, rather than a minimum of Ruby 2.7.6.
