Remove the upstream global nav test
This test is still failing a lot... Ex: https://gitlab.com/gitlab-org/gitlab-docs/-/pipelines/721830871
It's causing trouble for all contributors, including TWs who try to deploy review apps as part of the review process, or to show others what the future changes will look like. Let's remove it for now, and think of another way to address the edge case of the occasional broken global nav.
