Update navigation.yaml with VS Code debugging

What does this MR do and why?

In Add developer documentation for debugging GitLa... (gitlab!118033 - merged) we added a new page to the developer documentation. This MR adds a reference in our navigation.

@ashrafkhamis I opted in for adding a separate navigation item (as opposed to your suggestion to nest it under pry debugging ). Maybe if there will be yet another debugging page, we can introduce some "index" page for debugging
