What does this MR do and why?

Change the archives Docker image to be under the registry.gitlab.com/gitlab-org/gitlab-docs/archives](https://gitlab.com/gitlab-org/gitlab-docs/container_registry/3631228) repository registry. Let's have all the archived images under the same roof. We already store the lunrjs-enabled images that are used for the archives under that repo.
