Ignore yaml files before building the rest of the content

Achilleas Pipinellis - OOO until November 25th (parental leave) requested to merge rules-yaml into master

We don't need _data/ to be available in the deployed site, so with this change Nanoc ignores _data dir. We already had this, but it should come earlier in the compile process.
