Update latest.Dockerfile with 16.4 version

Achilleas Pipinellis - OOO until November 25th (parental leave) requested to merge axil-update-latest-dockerfile into main

What does this MR do and why?

Updates latest.Dockerfile that was missed in !4274 (merged).

After this is merged, we must run the Build Docker images manually scheduled pipeline and then the latest job.
