Refactor and expand user navigation

Evan Read requested to merge cicd-navigation-refactor into master

Originally:

  • Added a new CI/CD menu item to collect and surface all CI/CD content in one place.
  • Moved a couple of things into the structure, too.
  • Added docs to the CI/CD menu for the first time.

Meant that no CI/CD pages will be "orphaned" (not highlighted in the nav when viewed).

After review feedback from @mikelewis, have:

  • Moved all "User" menu items to the top level, which gives us a great deal more flexibility in surfacing all the docs into the menu.
  • Haven't added other docs to the menu for the first time, other than Analytics which will eventually be added by: !519 (closed).
