Draft: gitaly: Add subsection on cgroups configuration
What does this MR do and why?
As part of gitaly#6496, add a
subsection to the "Configure Gitaly" documentation dedicated to cgroups.
The documentation itself will be added via a separate MR in the
gitlab-org/gitlab repository.
