Add Docsearch language and version meta tags

Achilleas Pipinellis - OOO until November 25th (parental leave) requested to merge docsearch-meta-tags into master

This will help us have different searches based on version.

Locally, in review apps, and in master, the docsearch:version meta tag will be master. For stable branches, it will be the branch name, which is a number.
