Reorganize Gitaly nav items

Evan Read requested to merge eread/reorg-gitaly-nav-items into master

Reorganizes and rationalizes the Gitaly and Praefect navigation items (with a rename, per the recent change). Creates a structure we can build out.

Removing the HA item is a little early, but the content will be consolidated with the other content soon.
