Pin markdownlint again to prevent broken masters

Marcel Amirault requested to merge repin-markdownlint into master

When allowed to auto-update, markdownlint has broken master at least 2-3 times previously. In !911 (merged) we updated the version, but I didn't realize we were unpinning it. This pins it back to a specific version for safety.
