Handle Helm install errors correctly for msg field

What does this MR do?

Follow up from !1108 (merged)

The use of the msg field for Helm installs to detect more errors needs to be conditional. The field only looks to appear when the Helm command has failed early. When the Helm command has succeeded it's not returned.

  • For Terraform changes: set up a previous version environment, then run a terraform plan with your new changes and ensure nothing will be destroyed. If anything will be destroyed and this can't be avoided please add a comment to the current MR.
