fix: ensure that VPC exists before querying for it GET 2.8 target

Andrew Newdigate requested to merge ensure-network-before-query-v2.8 into support/2.8.x

Same change as !1170 (merged), targeting GET 2.8.

This ensures that the VPC exists before querying it. Without this Memorystore creation fails when GET creates the VPC.
