Add option to allow package downgrades

John Skarbek requested to merge jts/adds-forces into main

What does this MR do?

MR adds the ability to configure the allow_downgrades flag for GitLab package installs only. This is only allowed when the user has confirmed they understand downgrades have prerequisites and additional manual steps that need to be done before the downgrade is complete - GET can only do the actual mechanical package downgrade step and nothing else.
