Fail when invalid license used

What does this MR do?

When running the GitLab Geo playbook without an ultimate licence the step Primary App Servers - Set geo primary node will report as passed and the process will fail on the next step:

Updates the GET task to check the stdout and reports a failure is an invalid licence is used.
