Revert Ansible Docker role version bump

What does this MR do?

MR reverts Ansible geerlingguy.docker version bump as changes were made to GPG keys which impact some systems:

E: Conflicting values set for option Signed-By regarding source https://download.docker.com/linux/ubuntu/ focal: /etc/apt/keyrings/docker.asc !=
E: The list of sources could not be read.

To investigate and reintroduce later.
