Draft: Geo: Add new tasks for configuring replication between a Postgres primary and Patroni secondary

What does this MR do?

Adds new tasks to configure Geo replication when the primary site is a 1k reference architecture using Postgres and the secondary is based on a 3k+ reference architecture that uses Patroni.
