Always set postgresql['version'] if postgres_version is defined

What does this MR do?

Moves the postgresql['version'] to be checked even when postgres is not on the rails node. As per https://gitlab.com/gitlab-org/omnibus-gitlab/-/blob/master/files/gitlab-config-template/gitlab.rb.template#L1562 this should be specified for backup and restore to work.
