Update config disable lists and dashboards

Grant Young requested to merge gy-config-updates into master

MR updates various small parts of config to be up to date with latest guidance:

  • Disable lists on components that don't have an Omnibus role have been refined to only covers ones that are on by default in Omnibus
  • Several Dashboards now pin their charts to 0 to show less dramatic graphs if the change is small
  • Praefect virtual_storages has been updated to follow the latest guidance
