Add External SSL termination support with user provided certs

MR adds support in GET for External SSL connections with user provided certificates via HAProxy.

Specifically this MR adds in the ability to configure Load Balancer(s) terminate SSL without backend SSL as described in the docs where our provided external HAProxy load balancer can be configured with user provided certificates to provide SSL termination.
