Revert AWS Auth config

What does this MR do?

MR reverts https://gitlab.com/gitlab-org/quality/gitlab-environment-toolkit/-/merge_requests/318

Has subsequently been found to cause Terraform state corruption errors.

Functionality is not critical in GET - was to workaround an AWS EKS limitation in terms of user permissions, which can be done outside of GET.
