Disable registry in Webservice and Toolbox charts

What does this MR do?

Follow up on https://gitlab.com/gitlab-org/quality/gitlab-environment-toolkit/-/merge_requests/413

Turned out that Registry should be disabled in all subcharts if it's not in use. Otherwise there will be errors like this one gitlab#345607 (comment 732140059).
