Export vpc_id and the CIDR block

What does this MR do?

Adds the vpc_id and CIDR block as outputs from the AWS terraform, for use by any containing terraform. The problems with using data sources are noted in #385 (closed)

!532 (closed) is against the 1.3 branch, and is in active use in Horse, this just brings that forward to the mainline
