Add Ansible Package Upgrade retries and ensure SSH connection is used

What does this MR do?

MR does the following:

• Add retries for Package Upgrade tasks in Ansible. Allows for graceful handling of Cloud Provider upgrades locking package manager temporaily
• Add Ansible config to ensure ssh connection type is being used instead of paramiko. The former allows us to set retries and paramiko looks to be getting deprecated in the future with a further connection type (still not out yet).
