Bring back option to be notified of own activity

In !9974 (merged) we reverted !8836 (merged) because it was an online migration that took a long time. Note that I bumped the migration number so that the migrations would apply in the right order.

Also removed the need for a default value in the database and prefer default_value_for instead.
