Use existing BUNDLE_PATH for gitaly in local tests
What does this MR do?
Propagate BUNDLE_PATH to rake gitlab:gitaly:install during testing.
Are there points in the code the reviewer needs to double check?
Why was this MR needed?
To save time in development when running tests after a GITALY_SERVER_VERSION change. Installing a new Gitaly in tmp/tests/gitaly could take over 1 minute because it was recompiling gem native extensions.
