Allow to use same periods for housekeeping tasks

What does this MR do?

This gives more flexibility in housekeeping configuration: it allows skipping a lesser housekeeping task (incremental or full repack) by consistently scheduling a higher task (respectively full repack or gc) with the same period.

Why was this MR needed?

It may be desirable to skip certain housekeeping tasks as discussed in #34981 (closed).
