Lock seed-fu at the correct version in Gemfile.lock

https://gitlab.com/gitlab-org/gitlab-ce/commit/c3444c9a2078 updated the gem version but seemed to miss one of the lock lines. I'm not sure if this was because it was done manually. cc @tnir
