Resolve "Document webpack_bundle_tag replacement method"

What does this MR do?

  • Documents the changes recently made to our webpack config and page_specific_javascript policies.
  • Removes instructions to add new webpack entry points to webpack.config.js as they are no longer needed.
  • Updates minimum node and yarn versions in our install/upgrade docs.

Closes #43720 (closed) and gitlab-org/gitlab-ce#42704
