Always allow the performance bar to be enabled for admins

Robert Speicher requested to merge rs-performance-bar-for-admins into master

I'd like my admin account to have access to the performance bar for debugging purposes, but if I add it to the gitlab-org group, it shows up in autocomplete when someone tries to mention me with @rsp.

I think it makes sense to give admins access to the feature by default, in line with our existing "admins can do everything" stance.
