Moved committer and spec. Added some extra code to run hooks or not depending on the options
What does this MR do?
Moves CommitterWithHooks to lib/gitlab/git to make it available in the Gitaly ruby vendor. Also added some extra code, to run hooks depending on
some of the options passed to the committer.
