Bump Gitaly to 0.98.0
Updating the Gitaly version makes Gitaly execute hooks on wiki updates. This is supposed to happen, but the internal API isn't running so the hooks are removed like we do with usual repositories too.

En passant updates as tried in https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/18693 failed, so a dedicated MR is needed.
