Add link to MS for setting up multi-tenancy

What does this MR do?

Add link to Microsoft with instructions for enabling multi-tenancy for Azure oauth.

Why was this MR needed?

It was not clear from the docs how to enable multi-tenancy using Azure as the oauth provider.
