Resolve "Admin area > Styling of service template page"

What does this MR do?

Fixes the styling on the services page.

Are there points in the code the reviewer needs to double check?

There were a handful of services that hardcoded their help blocks. I think I go them all, but I can't be sure.

To fix Bootstrap4 regressions
