Resolve "New issue from failed build no longer links to failed build"

What does this MR do?

This fixes a very annoying bug that was introduced in https://gitlab.com/gitlab-org/gitlab-ce/commit/452202e36d3e20755b099a718a92d3f7b80fabb8 (9.5).

Are there points in the code the reviewer needs to double check?

I don't think so.
