Resolve "Improve project overview UI" - description

What does this MR do?

• Fully displays description on lg and higher breakpoints
• Displays one-line description (with ellipsis) on md and lower breakpoints, with an option to expand the description via a "Read more" link

Are there points in the code the reviewer needs to double check?

If the best way to test this is via Rspec?
